The procedure for admission of foreigners and stateless persons

 to study at Stepan Gzhytskyi National University

of Veterinary Medicine  and Biotechnologies of Lviv

  1. Preparation of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine “On Legal Status of Foreigners and Stateless Persons”, “About Foreign Ukrainians”, Decrees of the President of Ukraine of 25 March, 1994 № 112 “Measures of Economic Cooperation Development between Ukrainian regions and the adjoining boundary regions of the Russian Federation” and of 3 June, 1994 № 271 “Measures of Economic Cooperation Development of Ukrainian regions with the adjoining regions of the Republic of Belarus and with the administrative and territorial units of the Republic of Moldova”, by the resolutions of the Cabinet of Ministers of 26 February, 1993 № 136 “On education of foreign citizens in Ukraine”, of September 11, 2013 № 684 “On Certain Issues of application for foreigners and stateless persons”, by the order of Ministry of Education and Science of Ukraine of 1 November, 2013 № 1541 “On certain issues of organization of admission and training (internship) of foreigners and stateless persons” registered in the Ministry of Justice of Ukraine in November 25, 2013 by № 2004/24536(with edited decree № 1272 by the Ministry of education and Science of Ukraine from December 11, 2015).
  2. Foreigners, who get state scholarships according to international agreements, national programs and other international obligations of Ukraine, are admitted under the assignments of the Ministry of Education and Science of Ukraine within the scope of public procurement.
  3. Foreign Ukrainians who received student assignments from Ukrainian ethno-cultural communities, have the same rights for education as citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international agreements, approved by the Verkhovna Rada of Ukraine.
  4. Foreigners and stateless persons permanently residing in Ukraine, persons granted a refugee status in Ukraine, persons who are in need of additional or temporary protection and persons granted the status of foreign Ukrainian and staying in Ukraine legally have the right of obtaining higher education as citizens of Ukraine. Obtaining publicly financed higher education by the specified categories of persons is made within the quotas established by the Cabinet of Ministers of Ukraine.
  5. Foreigners who come to Ukraine with the purpose of studying, shall enter Stepan Gzhytskyi National University of Veterinary Medicine and Biotechnologies of Lviv within accredited education programmes (specialties). Enrollment among foreigners for studies at the cost of individuals (legal) persons in order to obtain a bachelor’s degree or master’s degree is carried out by the University twice a year, before and at the beginning of the academic semesters (but not later than November 1 and March 1 respectively). The University carries out the calculation of the scores/ratings of the applicant on the basis of the obtained document about the previous education level and sets a level of academic performance required for admission with vocational subjects, of which conducted introductory test (interview). Enrollment of foreigners for studies at the appropriate level of higher education is based on the results of entrance examinations (interview) on certain subjects and language learning and on the basis of academic rights to continue education provided by the document on the received level of education in the country of origin, and taking into account the points of success that are entitled to continue education at the next level of higher education in accordance with the laws of the country that issued the document on acquired education.A person recognized as a refugee or a person in need of additional protection, has an equal right for higher education with the citizens of Ukraine.
  6. Foreigners who come with the purpose of studying, get enrolled at IFNUL under the orders of enrollment, formed in a single database.
  7. Foreigners who come to Ukraine to participate in the programs of academic mobility or within higher education educational programs according to agreements between the University and foreign universities are accepted to study taking into account the relevant contractual obligations of the enter Stepan Gzhytskyi National University of Veterinary Medicine and Biotechnologies of Lviv Other foreigners and stateless persons may acquire higher education using the funds of private (legal) persons, if it is stipulated by international treaties of Ukraine, laws or agreements between universities on international academic mobility.

This year, for the first time in Ukraine, foreign students are allowed to enroll not only in person, meaning in a format where the foreign student is physically present in Ukraine, but also remotely.

While in another country, a student can take the entrance exam to study at Ukrainian universities.

From the interview of the Director of the State Enterprise "Ukrainian State Center for International Education" Dr. Olena Shapovalova with the newspaper "Osvita Ukrainy" ("Education of Ukraine") from 23.05.2022:

- What is the sequence of actions for a foreigner who plans to enroll in a Ukrainian university this year?

- They must apply to a university and receive an invitation. So the university checks all the information about this student, whether the student’s documents meet the requirements for admission to the higher education institution. After that - issues an invitation for study. I would like to note that only the university prints and issues invitations. For all foreigners and stateless persons, such an invitation must be registered in the automated system "Electronic Journal", which is administered by "Study in Ukraine".

The need for the applicant to receive an invitation for study and a range of information and counseling services is because in this case the information about them becomes available for verification by the consular offices of Ukraine and other competent authorities.

The student must contact our Center, pay for and receive information services. All universities that use the Electronic Journal do not pay for its use. Embassies and all interested government agencies also do not pay. To maintain the functioning of the resource, it was decided that applicants would pay for the relevant services, which can be done online. We ask you to inform future students about this. For a foreign student, the payment of such a set of information services allows them to contact "Study in Ukraine" as much as they need during the year regarding all issues related to admission and studying in Ukraine. The cost of such a service is UAH 648.

After paying for information services, the student must pass the entrance exams (as we said before, this year it can be done online). The next step is to apply for a visa at an Embassy of Ukraine abroad; you can do it at mfa.gov.ua/en/consular-affairs.

If the student does not use the visa for 90 days (the period of validity of the visa issued for study), they would at least check the possibility of entering Ukraine in the future. And we will be sure that if a student wants to continue their studies in Ukraine in person, they will be able to physically cross the border.

All categories of foreigners are enrolled in higher education institutions on the basis of admission orders. Confirmation of the fact of study can be a certificate generated in the Unified State Electronic Database on Education.
